To date, after many years of implementing the National Target Program for New Rural Development (NRD), Nậm Hàng Commune (Nậm Nhùn District) has achieved 11 out of 19 NRD criteria, with 8 criteria still unmet, including the criterion for residential housing. With the motto “live in peace to work in prosperity,” Nậm Hàng is striving to fulfill this criterion.
Implementing the residential housing criterion is not easy, as many cases involve temporary or dilapidated houses belonging to families in very difficult circumstances who cannot afford to build or upgrade their homes. Đinh Văn Sơn, Vice Chairman of the Commune People’s Committee, stated, “The commune has 8 villages, over 1,000 households, and more than 4,500 residents.
First, we focus on reviewing families living in temporary, dilapidated houses that do not meet the ‘three solid’ requirements. Then, we organize campaigns to educate, encourage, and guide families on gradually building or repairing their homes. Besides propaganda and support to eliminate temporary and dilapidated houses, the commune integrates resources, calls for socialization, and mobilizes support to help families in difficult circumstances build or upgrade their homes.”

Through reviewing and assessing the situation, it was found that over 80% of the commune’s residential houses meet the standards set by the Ministry of Construction. The areas with significant challenges, with many temporary and dilapidated houses, are Huổi Van Village, with 30 temporary houses due to ongoing resettlement, and Huổi Pết, with 13 households in need.
The commune assigns officials and civil servants to regularly understand the concerns and desires of households with temporary or dilapidated houses, reporting to the Commune People’s Committee to gradually address the difficulties and obstacles.
In 2023, from the National Target Program for Sustainable Poverty Reduction funds, 17 households received support to build new houses (40 million VND per household), and 16 households received 20 million VND each to repair their homes. As a result, 35 additional households now meet the residential housing standards.
With 40 million VND in support to build a new house, Vàng A Cá’s family in Huổi Pết Village can now live stably. Cá shared, “My family is poor, so we didn’t have money to repair our house. During the rainy season, it leaked, and in the hot season, it was stifling. With the government’s support, I bought materials and asked neighbors to help build a solid house.
Feeling secure with our housing, my family can now focus on developing our economy and achieving sustainable poverty reduction.”
Building on the results achieved, Nậm Hàng Commune will continue to strengthen propaganda efforts, working with villages to disseminate information, assist, and guide residents in eliminating temporary houses and upgrading their homes. When building, consideration should be given to auxiliary works such as kitchens, toilets, and livestock pens to facilitate family living conditions.
Additionally, the commune will continue to review and coordinate with village leaders to compile a list of households needing housing assistance. Mobilizing support from departments, social organizations, and local enterprises, the commune aims to raise funds to help residents have more spacious and solid homes.
The goal is to meet the residential housing criterion by 2024, enhancing the rural appearance of Nậm Hàng Commune.
